Front Door: a Paper Census Update

Imagine a city with a single front door, where no matter what a resident needed, the city would use all the information it had to collaborate and seamlessly deliver services to them. Advancing the City of Austin towards this vision was what Austin Tech Alliance (ATA) and the City of Austin’s Office of Design and Delivery (ODD) teams were tasked with through two separate projects: Paper Census and City Knowledge Management and Collaboration. Paper Census is a collaboration between Austin Tech Alliance and the City of Austin to identify paper-based processes and prototype digital solutions.

Here’s what ATA has been busy with through our work with the Paper Census:

ATD Residential Parking Permit Program Updates:

  • Readout deck from our synthesis thus far. Includes personas, insights and blueprint
  • Insights: key learnings about pain points, opportunities and gaps in the service
  • Personas of key users
  • Service Blueprint: the processes, pain points, emotions, and opportunities for the clients and staff over the course of the service

  • Presented at the Austin Community Technology and Telecommunications Commission (CTTC) monthly meeting
  • Presented at the Digital Empowerment Community of Austin (DECA) monthly meeting
  • Presented at Open Austin monthly meeting
  • Spoke during the Austin CityUP Civic Priorities Workshop lightning talks

Meetings and Events:

We held our first prototyping kickoff workshop, “Form-A-Palooza” with Austinites, ATD staff, ATA volunteers and facilitators on 5/14. During this event, three groups spent 4 hours together working through a series of prompts and drawing sketches of a future state Residential Parking Permit portal, logged in state, cart checkout and more.  We’ll take these ideas and form them into our first round of designs!

After catching up with Councilmember Kitchen, she suggested we chat with City Manager Cronk about the Paper Census program. We caught up with Austin’s new City Manager, and talked about how ATA and ODD are collaborating.

Chatted with Assistant City Manager Washington about Paper Census and caught him up on the initiative.

Council Member Troxclair from District 8 requested a meeting after seeing an ATD tweet about collaborating with Paper Census.
